Nimechukizwa sana na habari za kutekwa, kupigwa na kuumizwa vibaya kwa Dr Ulimboka, Kiongozi wa Madaktari Nchini. Mambo kama haya tumezoea kuyasikia kwenye nchi za kidikteta na kuongozwa kiimla ambapo watawala badala ya kutumia njia ya kidemokrasia na kisheria kushughulikia wanaoamini ni maadui zao katika utawala, hutumia wahuni katika Taasisi za usalama kuteka raia, kuwatesa, kuwafunga na hata kuwaua.
Sitaki kuamini kwamba Tanzania imefikia huko. Nimezungumza na baadhi ya madaktari walio karibu na Dokta Ulimboka na kujulishwa kwamba majeruhi huyu wa vitendo vya hovyo kabisa kutokea hapa nchini alikamatwa jana usiku mnamo saa sita na watu wasiojulikana na kupelekwa katika msitu wa MagwePande na kujeruhiwa vibaya. Habari hizi bado hazijathibitishwa na vyanzo huru lakini ndio zilizopo hadi hivi sasa.
Serikali kama mlinzi wa usalama kwa raia inaWAJIBU kueleza tena kwa haraka ni nini kimetokea kwa kijana huyu msomi na kiongozi wa wataalamu wenzake. Serikali INAWAJIBIKA kueleza katika nyakati kama hizi ambapo kuna mgogoro kati yake na madaktari imekuwa wapi kuhakikisha usalama wa viongozi wa madaktari ili kuepusha watu wanaoitwa ‘agente provocateure‘ kuweza kuhatarisha hali ya amani ya nchi na hata kupelekea kuweka hali ya vitisho kwa madaktari wetu.
Serikali INAWAJIBIKA kueleza kama sasa imeamua kutumia njia za kihuni kumaliza matatizo na wananchi wake.
Nimemuomba Waziri kivuli wa Afya wa CHADEMA kufuatilia suala hili kwa kwa karibu sana ili kuhakikisha kwamba ukweli wote na ukweli mtupu unafahamika. Kamwe hatuwezi kuacha Mtanzania yeyote aonewe, anyanyaswe au akandamizwe eti kwa sababu ya kudai haki yake na za wenzake. ‘An injury to one, injuries to all’
Naomba madaktari wamwangalie kwa karibu daktari mwenzao ili aweze kupata nafuu. Ulinzi uimarishwe ili kuhakikisha usalama wake.

Mchango wangu Bungeni-Hotuba ya Waziri Mkuu: Haki za Uraia, Mafuta/Gesi Asilia na Uwajibikaji

Haki za Uraia, Mafuta/Gesi Asilia na Uwajibikaji
Unyanyasi wa Watu wa Kigoma
Mheshimiwa Mwenyekiti, nakushukuru kwa kunipa fursa ya kuchangia Hotuba hii ya Waziri Mkuu. Jana Mheshimiwa Waziri amekuja kuomba Bunge limuidhinishie jumla ya shilingi trilioni 3.8 kwa ajili ya Ofisi yake na taasisi zote zilizo chini ya Ofisi yake pamoja na takribani shilingi bilioni 113 kwa ajili ya Bunge. Fedha zote hizi takribani shillingi trilioni 3.2 zinakwenda Wizara ya Tawala za Mikoa na Serikali za Mitaa.
Mheshimiwa Mwenyekiti, kabla hatujaweza kumuidhinishia Mheshimiwa Waziri Mkuu fedha hizi na yeye kama Mkuu wa Shughuli za Serikali, msimamizi wa kazi za Serikali za kila siku na ambaye anaangalia utendaji wa takribani Mawaziri, wote ni vizuri aweze kutoa majibu kwa baadhi ya masuala ambayo mengine ameyaainisha kwenye hotuba yake, lakini mengine hakuyaainisha katika hotuba yake.
Mheshimiwa Mwenyekiti, nitaanza na Kigoma. Mheshimiwa Waziri Mkuu katika ukurasa wa 51 wa Hotuba yake amezungumzia masuala ya ulinzi na usalama lakini hakugusia kabisa operesheni ambazo zinaendelea hivi sasa katika Mkoa wa Kigoma nadhani na Mkoa wa Kagera kuhusiana na masuala ya wahamiaji haramu. Hivi tunavyozungumza ni kwamba mamia ya watu wa Kigoma wameonyeshwa kwamba siyo raia wa Tanzania. Utaratibu huu umekuwa ukiendelea mwaka hadi mwaka. Napenda Mheshimiwa Waziri Mkuu akumbuke historia baada ya Vita vya Kwanza vya Dunia kati ya mwaka 1918 na mwaka 1924 Kigoma haikuwa sehemu ya Tanganyika. Kigoma ilikuwa inatawala kama inavyotawaliwa tofauti sasa hivi Burundi kama inavyotawaliwa sasa tofauti Rwanda. Kwa muda mrefu sana Mkoa wa Kigoma umeachwa nyuma katika kila kitu eneo la maendeleo.
Mimi nimeona lami ya kwanza ya highway mwaka 2008. Miaka zaidi ya 40 baada ya uhuru. Leo hii watu wa Kigoma wa maeneo ya Kusini mwa Kigoma wa maeneo ya Kaskazini mwa Kigoma wanasombwa kwenye maboti, wanasomwa kwenye magari wakiambiwa kwamba siyo raia wa Tanzania. Hatuwaoni Wamakonde wakiambiwa kwamba siyo raia wa Tanzania na wanapakana na Msumbiji. Hatuwaoni Wamasai wanaambiwa siyo raia wa Tanzania na wanapakana na Kenya. Hatuwaoni Wachaga wanaambiwa siyo raia wa Tanzania wanapakana na Kenya. Hatuwaoni Wanyakyusa wanaambiwa siyo raia wa Tanzania wanapakana na Zambia na vile vile wanapakana na Malawi.
Kwa nini suala hili liwe ni kwa watu wa Kigoma na watu wa Katavi peke yake? Kwa nini tunatumia fedha za nchi, polisi wa nchi kwenda kusumbua watu wa Kigoma. Nilikuwa naomba Mheshimiwa Waziri Mkuu operesheni inaendelea sasa hivi katika Mkoa wa Kigoma kuwanyanyasa Raia wa Kigoma waonekane ni Raia wa Tanzania wa daraja B ikome mara moja na viongozi wa Kisiasa, Wabunge wote wa Mkoa wa Kigoma na Wakuu wa Wilaya na Wakuu wa Mikoa tukae tuweze kuangalia kwa sababu kuna uonevu wa hali ya juu sana katika operesheni ambayo inaendelea hivi sasa.
Mheshimiwa Spika, nilikuwa naomba niyaseme hayo vizuri na ninarejea kwamba tumefundishwa na wazee wetu kwamba sisi kati ya mwaka 1918 na mwaka 1924 hatukuwa sehemu ya Tanganyika iliyokuwa inatawaliwa na Mwingereza. Ninaomba nirejee sisi ni watu wa Kigoma kwanza kabla hatujawa wa Tanganyika, kabla hatujawa Watanzania. Ninaomba nilisisitize hili na watu wa Kigoma wananisikia kwa sababu tumenyanyaswa sana. Ninaomba masuala ya uraia yaangaliwe kwa karibu sana. Huu ni ujumbe ambao nimepewa na watu wa Kigoma nimeombwa niueleze na naomba Ofisi ya Waziri Mkuu, Mkuu wa Kigoma yupo hapa, Wakuu wa Wilaya, Kamanda Mkuu wa Mkoa wa Polisi wa Mkoa wa Kigoma na IGP waweze kuliangalia jambo hili kuweza kuhakikisha kwamba tunawalinda raia wa Kigoma.
Wenye Mabilioni Uswisi(Switzerland)
Mheshimiwa Mwenyekiti, la pili, Mheshimiwa Waziri Mkuu kumekuwa na taarifa ambazo zimeandikwa katika vyombo vya habari toka wiki iliyopita. Lilianza Gazeti la The East African baadaye wakaja Gazeti la The Citizen na leo nimesikia kwamba Gazeti la Mwananchi limezungumza kwamba kuna Watanzania 6 wana fedha katika akaunti kule Uswisi zaidi ya shilingi bilioni 303. India walipopata taarifa hizi kutoka Benki ya Uswisi waliwataja majina watu wote wana siasa na wafanyabiashara wenye fedha nje na fedh zile zikachunguzwa zile ambazo zimepatikana kwa haramu zikarejeshwa India. Nilikuwa naomba Mheshimiwa Waziri Mkuu uagize TAKUKURU na vyombo vyote vya Ulinzi na Usalama kwanza tutambue ni Watanzania gani hawa na fedha hizi zimepatikana kwa njia zipi na zile ambazo zimepatikana kwa njia ya wizi na ufisadi zirejeshwe nchini mara moja. Kwa sababu hatujaanza kunyonya utajiri huu wa gesi tayari kuna watu ambao wameshaanza kutajirika nao.
Tutakapoanza kunyonya hali itakuwaje? Kwa hiyo, nilikuwa naomba suala hili Serikali ilichukulie kwa uzito mkubwa ili itume salaam kwa mtu yeyote ambaye anatarajia kwamba atafaidika na utajiri wa rasilimali ya nchi kama gesi na madini na kadhalika ajue kwamba kokote atakapoficha fedha zake tutazifuata na zitarudi katika nchi hii. Nilikuwa naomba Waziri Mkuu aweze kuliangalia jambo hili kwa ukaribu sana.
Zuia Makampuni ya Kigeni kwenye Ulinzi
Mheshimiwa Mwenyekiti, la tatu hivi sasa Kiongozi wa Upinzania amezungumza jana kuna meli ziko Pwani ya Mkoa wa Pwani, Lindi na Mtwara zinatafuta mafuta. Mheshimiwa Waziri Mkuu hakuna kampuni hata moja ya mafuta inayonunua hata mchicha kutoka Tanzania. Meli zote ambazo ziko Bandari Mtwara zinakwenda kupeleka huduma kwenye maeneo ambayo yanatafuta mafuta yanapata mchele, nyanya, vitunguu, mchicha, mafuta ya kula na kadhalika kutokea Kenya kwa sababu hatujaweka utaratibu wa kufanya nchi yetu iweze kufaidika na utaraji huu mwanzoni. Kwa sababu hatua hizi za mwanzoni hakuna kodi ambayo tunapata kwa sababu mafuta bado yanatafutwa.
Hatua hizi za mwanzoni tunatakiwa tufaidike na fedha inayokuja, watu waweze kutumia fedha za kutoka ndani. Lakini hali ilivyo hivi sasa ni kwamba makampuni ya mafuta yanatumia zaidi ya dola milioni 161 kwa ajili ya shughuli za ulinzi na makampuni yanayolinda, ni makampuni ya nje. Yanabeba silaha kubwa kubwa, siku yakiamua kutugeuka na Navy yetu ilivyo tutapata shida. Nilikuwa naomba tutenge resources za kutosha na hata kama hatujaziweka kwenye bajeti sasa hivi, tuangalie, tuimarishe Navy na tupige marufuku, tuandike sheria kabisa kwamba itakuwa ni marufuku kwa raia yeyote wa kigeni kubeba silaha zozote kubwa ili kuweza kuhakikisha kwamba ulinzi ama unafanywa na watu wa ndani au unafanywa na Navy yetu tuweze kulinda mipaka yetu vizuri.
Utafutaji Mafuta Zanzibar Uendelee
Mheshimiwa Mwenyekiti, pili kuna suala ambalo halijaisha na Kiongozi wa Upinzani Bungeni jana amelizungumzia la mafuta na gesi katika masuala ya muungano. Nilikuwa naomba jambo hili tulimalize kwa haraka. tulimalize kwa haraka na mimi sioni ubaya kwa kweli, sioni ubaya hata kidogo kama tukiamua kwamba shughuli zote commercial not upstream, sio masuala ya regulation, sio masuala ya vibali, sio masuala ya kutoa leseni, masuala yote commercial yanayohusiana na mafuta na gesi, kila upande wa muungano ushughulike na masuala yake.
Hakuna sababu ya kunga’gania jambo hili kama sisi tuna dhahabu, tuna tanzanite, tuna madini hayapo sehemu ya muungano, kwa nini mafuta na gesi yawe sehemu ya muungano? Hili ni jambo ambalo tulimalize, liishe tuimalize hii kero, vikao na vikao havitasaidia, tuimalize hii kero, tu-move forward watu wa Zanzibar waanze utaratibu wao wa kufanya utafutaji wao, waangalie kama watayapata hayo mafuta au hawatayapata, sisi tayari huku Bara tumeshapata, tuna matrilioni ya gesi, basin a wenyewe tuwaache waendelee na utaratibu wao. Hakuna sababu ya kuchelewesha jambo hili tuweze kulimaliza mapema.
TZS 40 Bilioni kwa Kiwira
Mheshimiwa Mwenyekiti, la mwisho ni suala la Kiwira na baadae nitakuwa na mazungumzo na baadhi ya Mawaziri kuhusiana na suala hili tuliangalie kwa makini. Tumetenga shilingi bilioni 40 kwenye fedha ya maendeleo Wizara ya Nishati na Madini kwa ajili ya nini? Kuna fedha ambayo tunaenda kuwalipa watu ambao wameuharibu mgodi. Kwa nini tulipe watu ambao wameuharibu mgodi?
Lakini tunaenda kulipa bilioni 40 sio kwa Kiwira nzima..

Maelezo ya Bajeti Kivuli

Katika mjadala unaoendelea Bungeni kuhusu Bajeti, baadhi ya wabunge wameeleza kwamba Bajeti Kivuli haikuonyesha vyanzo vya mapato na hivyo kuita ni vyanzo sifuri. Ukweli ni kwamba tumeweka vyanzo vya mapato ya ndani kwa ujumla bila kuainisha mapato ya kikodi ni ngapi, mapato yasiyo ya kikodi ni ngapi na mapato ya Halmashauri ni kiasi gani. Hivyo tunakiri kosa hili na tumechukua hatua ya kuainisha mapato hayo Kama inavyoonekana kwenye jedwali hili hapa chini.

Hatimaye Pendekezo la Kulinda Kazi za Wasanii Lapita

Pendekezo hili nililitoa Bungeni mwezi April….
WAZIRI WA VIWANDA NA BIASHARA:
Napenda kutoa kauli ya Serikali, kwamba kutokana vikao vyote hivyo ambavyo nimesema kumi na sita vya Mawaziri lakini leo tena tumekutana mara ya kumi na saba, tumeazimia kwamba hotuba ya bajeti ya mwezi wa sita Mheshimiwa Waziri wa Fedha atalizungumzia jambo hilo na utekelezaji wa mambo yote pamoja na utengenezaji wa sticker, na jinsi ambavyo TRA watafanya jambo hilo yatawekwa bayana na mara baada ya bajeti speech kuanzia tarehe 1 Julai, kutakuwa na mabadiliko kubwa katika kazi za wasanii wa nchi yetu ya Tanzania.
Kwa hiyo nataka niwashukuru Waheshimiwa Wabunge, nataka tu watambue kwamba Serikali inaliona hilo Serikali iko pamoja na wao na ndiyo maana tumekutana namna hiyo na kwa hakika katika hili tuko pamoja kabisa na mtaona utekelezaji wake.
KAMATI YA BUNGE ZIMA

Mheshimiwa Mwenyekiti, nimeleta mapendekezo, Jedwali la Marekebisho kipengele hicho cha 38. Wakati Mheshimiwa Waziri anafanya winding up alitoa commitment ya Serikali kuhusiana na mabadiliko makubwa ya eneo la copyrights kwa ajili ya kulinda kazi za wasanii.
Mheshimiwa Mwenyekiti, ninaomba Mheshimiwa Waziri arejee ile commitment kabla sijaweza ku-move hii amendment. Tafadhali. Airejee kwa faida ya Taifa na kwa faida ya Bunge.
MWENYEKITI:
Mheshimiwa Waziri, Mheshimiwa Zitto pamoja na amendment aliyoleta, amezingatia sana kauli yako wakati unajibu hoja za Waheshimiwa Wabunge. Anaomba ile commitment ya Serikali ya kufanya marekebisho kwenye sheria ya copyright. Sasa hiyo commitment ya Serikali ndiyo itakayomsababisha yeye kuondoa jedwali lake la marekebisho ili sasa tuhoji kifungu hiki.
WAZIRI WA VIWANDA NA BIASHARA:
Mheshimiwa Mwenyekiti, wakati ninafanya majumuisho nilisema kwamba mimi na Mheshimiwa Mkulo – Waziri wa Fedha na Mheshimiwa Nchimbi tumekutana mara nyingi sana kwa ajili ya suala hilo la kuangalia haki za wasanii Watanzania kwamba hazipotei. Lakini vile vile tumeagiza mamlaka zilizoko chini ya Wizara zetu; COSOTA kwa Viwanda na Biashara, TRA kwa upande wa Wizara ya Fedha na BASATA kwa upande wa Wizara ya Habari, Vijana, Utamaduni na Michezo wakae. Wamefanya vikao mara tatu. Kutokana na yaliyokubaliwa katika vikao vyote vya Waheshimiwa Mawaziri na wajumbe wa zile Kamati, Mheshimiwa Mwenyekiti, narudia commitment ya Serikali kwamba kwenye Bajeti ijayo, Serikali italeta mapendekezo makubwa ambayo yatakuwa yamezingatia maoni yote ambayo yametolewa na BASATA, COSOTA na TRA kuhusu namna bora ya kulinda haki za wasanii wa aina zote katika nchi yetu ya Tanzania.

Mheshimiwa Mwenyekiti, nilikuwa nataka hiyo commitment ili itakapofika siku ya bajeti tutumie Hansard hii kuhakikisha kwamba commitment hiyo imetekelezwa. Kwa maana hiyo nikwamba naondoa amendment yangu ambayo nimeileta.

‘Why majority of Tanzanians are impoverished in a Wealthy Country and How to eradicate Poverty’

I use the term The Bottom 30M to paraphrase Paul Collier’s Bottom Billion. This article has been motivated by the article I read from The Citizen on Saturday of 9th June, 2012. The article (Tanzania: Don’t leave your rural world behind) authored by Jacques Morisset, an economist from The World Bank explains the obvious and answers the fundamental question, ‘why is Tanzania poor’.
The Bottom 30M: Rural Tanzania
Almost 30 million Tanzanians are left out of Tanzania’s success story because the economic growth has never been inclusive. The policies of economic development adopted by Tanzania as directed and supported by the Bretton Woods institutions is the main cause of this skewed growth.
For the last 10 years, a decade, of adopting Poverty Reduction Strategies (MKUKUTA I, II and now III) Tanzania has recorded a remarkable economic growth rates but with a puzzling outcome, because the majority still live in poverty. In 2011 the Poverty and Human Development Report (PHDR), the first statement recognizes this paradox of ‘a growing economy with increasing poverty’ and that of growth without jobs. One can claim that the bottom 30 millions Tanzanians are poor because the policy makers wanted it be.
Why are the majority of Tanzanians still poor?
Government reports as well as various research findings show that the poor live in rural Tanzania. The Household Budget survey of 2007 shows that 37% of the people living in rural areas are living below the poverty line, only 2% of the people have access to electricity and less than 40% have access to water supply. The Uwezo report ‘are our children learning‘ of 2011 shows that children from poor families do not get educated and for those in standard three in primary schools, only 3 out of 10 can answer a standard two question. This is a clear indication that the poor potentially get poorer and inequality widens.
Lifting poverty levels in the rural area could potentially improve even the welfare of urban community. Statistics show that majority of young people migrate to urban towns every day in search of greener pastures. However, it is clear from my explanations above, these young people would arrive in urban areas without sufficient job skills, without proper economic potentials and therefore this breeds another life of misery. It is not rocket science to link the high unemployment in our towns and cities and the increase in criminal activities such as drug trafficking, prostitution etc. The point I am driving home here is, it is in our best interest to improve the welfare of the rural majority in order to ensure peace and tranquility even to those who live in urban areas.
Why is poverty a rural phenomenal?
Mr. Morisset again states the obvious. Agricultural growth in Tanzania has been flat. Since Agriculture is the dominant sector in rural areas, then rural economy’s growth rate has been flat over the last decade. While we recognize record growth of Tanzanian economy, only a quarter has felt the growth leaving the rest living below the poverty line, for the last 10 years. This has happened because of poor and extractive policies on Agriculture (bureaucratic and corrupt crop boards, roadblocks, export bans on agriculture produce), inadequate rural infrastructure ( irrigation, roads, energy and water supply) and a lack of focus ( leadership being distracted to lucrative rent generating sectors like mining and later telecom). In many sense, our leadership decided to leave the rural behind. Tanzania chose to have the Rural poor. Rural Development has never been on top of the agenda of the Government of Tanzania since 1985. Rural Tanzania is poor because post Mwalimu governments have made a consisous decision for it t be that way.
We in the opposition have been tirelessly working on bringing the plight of the rural people on the agenda for some time. Our last shadow budget put forward pioneering spending plan to address growth constraints in rural areas whereby TZS 150bn would be spent annually for three consecutive years. Targeted areas for this spending plan would be; rural roads, rural energy and rural water supply (including irrigation infrastructure). We went further to propose for the formulation of the rural development policy and establishment under the Office of the Prime Minister the Rural Development Authority with mandate to monitor initiatives and removing constraints to growth of the rural economy. This Authority would really do what Mr. Morisset suggests, the two models to propel the rural economy which are contract-farming monitoring and regulating and advancement IT use to rural areas.
These policy shift and initiatives would be empathized again in the 2012/2013 shadow Budget as we did last year. The government must spend enough money in rural investments as the shadow budget as we have prioritized. Low integration of the rural economy to the national economy makes poor people poorer compounded by the fact they will continue to sell their produce pegged at rural prices and buy their consumables at urban prices hit by inflation.
The proposals we have offered are hardly efforts to invent the wheel, it is based on our already existing infrastructure for the rural majority. We have Institute of Planning (Chuo cha Mipango) which its primary objective is to train village managers. We should put incentive for our rural managers to work and live there.
We are being faced by Tanzania with two sides, one for the rich (mainly urban) and the other for the poor (rural) and this is not acceptable. Mwalimu Nyerere warned about this in the Arusha Declaration and it is happening in our time. The Bottom 30m Tanzanians living in villages must be uplifted through inclusive growth policies less of extractive nature existing presently. The so called Maisha Bora kwa kila Mtanzania is meaningless if it caters only for the top 15 million and leaves behind The Bottom 30 millions.
The government must raise more domestic revenues from mining, telecom and now increasingly Oil and Gas sectors to finance rural development, Increasing agriculture productivity and hence cut poverty. Once we achieve agricultural growth rate of 6% and above, we would start seeing rural poverty ending. This can be done in our life time. These targets are achievable, What is needed is leadership.

Serikali inapendekeza Bajeti ya TZS 15 trilioni(USD 8.75 Billion) katika mwaka 2012/13. Uchambuzi wa vitabu vya Bajeti unaonesha kwamba mafungu ya juu 5 kwenye Bajeti ni Kama ifuatavyo;
1 Huduma kwa Deni la Taifa Tshs 2.7 trilioni(USD 1.69 Billion)
2 Wizara ya Ujenzi. Tshs 1 trilioni (USD 625 Million)
3 Wizara ya Ulinzi Tshs 920 bilioni (USD 575 Million)
4 Wizara ya Elimu Tshs 721 bilioni (USD 451 Million)
5 Wizara ya Nishati na Madini Tshs 641 bilioni (USD 400 Million)
TOTAL TZS 5.982 Trilioni(USD 3.74 Billlion)
Chanzo: Vitabu vya Bajeti kwa Wabunge
Jumla ya mafungu haya ni sawa na asilimia 40% ya Bajeti. Kwa hiyo asilimia 40% ya Bajeti yote imepangwa kwa mafungu 5 tu. Fungu lenye kiwango kikubwa zaidi ya Bajeti kuliko vyote ni fungu 22 ambalo ni malipo kwa Deni la Taifa. Pia sehemu kubwa ya fedha zilizotengwa kwa Ujenzi na Nishati ni madeni kwa wakandarasi wanaotekeleza miradi ya miaka ya nyuma.
Hii yaweza kuwa Bajeti ya kulipa madeni zaidi kuliko Bajeti ya kuchochea maendeleo. Bajeti hii pia yaweza pia kuwa ni Bajeti ya kukopa maana jumla ya TZS 5.1 trilioni(USD 3.19 Billion) zitachukuliwa kama mikopo kwa Serikali. Mikopo ya kibiashara ambayo ni mikopo ghali sana itachukuliwa kwa wingi zaidi kuliko mwaka wa fedha uliopita.
Wabunge wanapaswa kufanya uchambuzi zaidi wa Bajeti ya mwaka huu inayopendekezwa na Serikali. Kuna haja kubwa sana ya kuharakisha kuanzishwa kwa Ofisi ya Bajeti katika Bunge na Kamati ya Bunge ya Bajeti ili kuweza kufuatilia kwa karibu, kuchunguza na kutoa taarifa kwa wabunge ili kuwezesha kuboresha Bajeti.
Misamaha yote ya Kodi na Madeni yote ambayo Serikali inaingia inabidi sasa ithibitishwe na Kamati ya Bunge ya Fedha na Uchumi ili kuongeza udhibiti na usimamizi wa Misamaha ya Kodi na pia Deni la Taifa.

2012/13 Budget Participation

On June the 14th this year the Finance Minister will present the Government Budget for approval by Parliament. As it is well known the budget is the annual instrument for implementing a country’s development strategy.
In the build up to this year’s budget I am taking this opportunity as Shadow Finance Minister to invite everyone to put forward their ideas/suggestions on what areas should be of priority in this year’s budget.
Your views will be collected and analyzed to form part of the Shadow Budget to be presented to Parliament and play a pivotal role in influencing MPs to adopt the proposals to improve the Government Budget.
Some of the major areas of concern that we are focusing on are;
1. Inflation which is largely contributed by food and energy prices (56.7% of the basket of goods and services with an inflation rate of 27%). Ideas on cutting inflation and hence prevent further deterioration of our poor people’s income are largely welcome.
2. Unemployment especially youth unemployment is a mammoth challenge in our country. Tanzania’s phenomenal growth (economic growth) has not had a trickle down effect and in turn not translated into enough jobs which has increased the potential of a demographic bomb instead of dividend of having more young people and hence larger work force.
3. Reducing the current account deficit by cutting down on Imports & increasing Exports. Statistics shows that by the year ending March 2012 Tanzania import bill totalled USD 12.6bn while exports were a mere USD 6.9bn. The current account deficit stands at incredible USD 5.2bn! Tourism and Transport sectors have the potential of being even bigger forex earners as well as the proposed gas fired electricity generation would help cut down imports. Ideas in this area are needed.
5. More domestic revenue to finance development projects that are badly needed. By closing tax loopholes and reigning in on tax exemptions. Simultaneous cuts in recurrent spending and scaling up of development spending would foster strong growth.
6. The National Debt has drastically increased from TZS 7 trillions in 2009 to TZS 11 trillions in 2010 to a whopping TZS 22 trillions by march 2012. The costs for servicing this debt is the largest budget item in the proposed 2012/13 budget at TZS 2.7trillions is what we are paying this year to service our debt. This is equal to 34% of the whole budget for recurrent expenditure 21% of the total budget. Our nation’s spiraling debt is bankrupting the future of Tanzania’s children and put them at the mercy of our lenders.

Developmental Ethiopia surges forward. ‘Democratic’ Tanzania lags behind. Rethinking @jmkikwete @PMMelesZenawi @PaulKagame

Ethiopia Growth and Transformation Plan
Ethiopia is trending. The AfricaReport of May 2012 had Meles Zenawi on its cover page with the heading ‘The rise and rise of Ethiopia’. NewAfrican of the same month had Special Report on Ethiopia with an article ‘from bankrupt to middle-income’ and The Economist had, on its Finance and Economics section, a balanced article on ‘investing in Ethiopia’. Of course the World Economic Forum Africa took place in Addis Ababa so the coverage of the country was expected. Tanzania hosted the same and the content of the coverage was not as trending as Ethiopia though.
Both countries are comparable in some key areas. Ethiopia will have largest population in Africa after Nigeria in the year 2050 with 174 million people. Tanzania will be the fourth most populous country in Africa with 109 million inhabitants.
Ethiopia will be the third biggest Economy in Africa South of Sahara in 15 years (as per estimates by Standard Chartered) with GDP of USD 472bn. Tanzania will be sixth biggest economy with GDP of less than USD 150bn trailing Kenya. But Ethiopian GDP will not be sourced from natural gas but Agriculture and manufacturing which have stronger linkages within different sectors of the economy.
Both Tanzania and Ethiopia have developed their economic Blueprints. The Ethiopian one is called the Growth and Transformation Plan (GTP) while in Tanzanian we have the Five Years Development Plan (FYDP). Reading the contents of both plans motivated this brief article.
From the Ethiopian GTP one sees ambition and well thought blueprint contrary to our Tanzanian one which is not as inspiring as it is supposed to be and seems to be relatively a collection of projects ie a wish list. Take an example of Power sector.
Ethiopia is expected to increase electricity generation fivefold in five years to 10,000MW. They have a USD 5bnGrand Millenium Dam as a national flagship project. Tanzania plans to generate less than 3000MW of electricity (2780MW) by 2015 and without any major national flagship project. Some would argue the Gas pipeline from Mtwara to Dar es Salaam to be one but The Five Years Development Plan does not include the gas pipeline. This is evidence of the ad hoc tendency in our Tanzanian planning. Taking an example following the emergency power plan, the pipeline idea propped up and was adopted.
While in Ethiopia all Public Entreprises are involved in Planning, here in Tanzania planning is poorly coordinated. There is no policy to guide Public Enterprises role in national development. In Tanzania for instance a point I have made time and time again some Public Enterprises would play a very significant role in the energy sector.
Ethiopia’s Growth and Transformation Plan clearly defines infrastructure targets and social targets. One of the strategic investments done by private sector (from China) is the women’s shoes manufacturing factory by Huajian Group. With this factory, Ethiopia will be exporting USD 4bn worth of footwear every year. Prime Minister Meles Zenawi banned exports of raw hides and skin and insisted on value addition within the country to create jobs and increase value of the exported products. Contrary in Tanzania leather industry is dying as traders export raw hides and skin to countries like Pakistan and Vietnam. Tanzania’s plan lacks innovative ideas like this and sector targeting is not well articulated.
And this builds on an already existing Ethiopian shoe industry. Walk through Addis Ababa’s Piazza shopping district and you cannot miss the shops selling Ethiopian made shoes targeting a local market.
The Budget for implementation our economic blueprint is TZS 43.7 trillion as a quote from the plan shows;
“In order to fulfil the activities outlined in the priority areas, the Plan identifies a range of strategic activities, the responsible organs and the cost of implementation amounting approximately to TZS 43.7 trillion over the next five years; an average of TZS 8.7 trillion per annum exclusive of recurrent budget, of which TZS 2.7 trillion will have to be mobilized annually by the Government.”
Forecasts for 2012/2013 budget shows relatively no money for implementation of the Plan. Spending cuts badly undermine implementation of the plan as less than TZS 2 trillion has been set aside for 2012/2013 Budget. Again the role of private sector (local and foreign) as well as Public Enterprises in implementation of the Plan is vague.
As for the Ethiopians, the government and public enterprises will spend USD 71.7 Billion over a period of five years and spending is in order. The Plan is being implemented. From Ethiopia one sees thinking, sequencing and focus. Money follows the Plan. The Leadership has ambition and pragmatism.
On another angle, Tanzania is more open and democratic; leadership allowing dissent and press is free. Regardless of positive democratic credentials Tanzania lags behind in efforts to end poverty. The paradox of a fast growing economy without cutting poverty (growing economy with increasing poverty and inequality) still puzzles Tanzanian policy analysts. Is it enough having flourishing democracy with people deeply impoverished?
The linkages between Democracy and Development has been a debate and is still a huge and sometimes controversial debate. Malaysia and Singapore as well as China are always pointed out as countries which embraced little or no democracy and uplifted their people from poverty. Ethiopian leadership strongly argues for a developmental state and less emphasis on democracy. Ethiopia is trending now and things are not only happening but seen to be happening. Meles Zenawi strongly argue for a Developmental State Model. Tanzania should add ‘democratic’ before the other D word. Is time for a democratic developmental state as a model for Tanzania?

Tumekutana leo wakati ambao Taifa letu lipo katika mpito wa mambo mengi sana. Kufuatia shinikizo kubwa kutoka chama chetu cha CHADEMA na asasi nyingine za kiraia ikiwemo viongozi wa dini, tupo katika mchakato wa kuandika upya katiba ya nchi yetu. Lakini pia kuna muamko mkubwa sana wa haki za kiraia na haki za kisiasa katika Taifa letu hivi sasa. Watanzania, kuliko wakati mwingine wowote katika historia ya nchi yetu, wameamka na kutaka mabadiliko ya kisiasa na hasa kutaka kabisa uongozi mpya wa nchi kutoka chama kingine tofauti na chama kinachoongoza hivi sasa. Huu mpito pia, Mpito wa kutoka chama kimoja hodhi kwenda mfumo wa kweli wa vyama vingi vya siasa. Watanzania wameamka sana kujua rasilimali za nchi yao na kutaka kutokomeza rushwa na ufisadi na matumizi mabaya ya utajiri wa nchi. Huu ni mpito wa kutoka viongozi wanaojali maslahi yao binafsi na kwenda kwa viongozi wawajibikaji na wenye uchungu wa kuendeleza nchi yetu na watu wake.
Mpito wowote unapaswa kuongozwa vyema. Unapaswa kushirikisha wananchi wote bila kujali wapo sehemu gani ya Dunia. Chama chetu kipo mstari wa mbele kuongoza mpito tulionao Tanzania. Licha ya kuongoza juhudi za kuwa na Katiba mpya itakayohakikisha HAKI na Wajibu wa Watanzania, lakini pia tumekuwa tukiendelea kupambana na rushwa na ufisadi. Pia tumekuwa tukiendelea kuhakikisha utajiri wa nchi yetu unatumika kwa manufaa ya Watanzania. Hatujatetereka hata kidogo na hatutateterekea kuhakikisha Watanzania wanakuwa na Taifa lenye demokrasia iliyokomaa, lenye maendeleo na ustawi wa watu wake (Developmental Democratic State).
Licha ya kwamba tupo Upinzani, lakini hatua mbalimbali tulizochukua zimeleta mabadiliko makubwa katika nchi yetu. Kuanzia vuguvugu la Buzwagi mpaka kuibuliwa kwa maskandali ya EPA na mpaka kutajwa kwa orodha ya Mafisadi nchini pale MwembeYanga. Hata hivi karibuni juhudi za Bunge kutaka Uwajibikaji Serikalini zilizoongozwa na CHADEMA zimeleta mabadiliko. Inawezekana mabadiliko hayo sio kama tutakavyo, sio kamili, lakini ni hatua ambayo tumepiga. Tutaendelea kama chama cha siasa sio tu kusema na kupiga kelele kuhusu uoza uanaofanyika Serikalini (maana ndio kazi yetu kikanuni) lakini pia kutoa masuluhisho ya matatizo ya nchi yetu na kusukuma kupitia Bunge mabadiliko chanya yanayotakiwa ili kuleta mabadiliko nchini.
Ni matumaini yangu kwamba Watanzania wanaoishi nje ya nchi, kokote walipo watashiriki pamoja nasi katika vuguvugu (movement) hili la kuleta mabadiliko katika Taifa letu. Hampaswi kukaa na kutazama, bali mnapaswa kushiriki kikamilifu maana hii ni nchi yetu sote. Ni wajibu wa kila mmoja wetu kuhakikisha nchi yetu inakuwa na demokrasia na ustawi wa watu wake.
Hali ya Uchumi wa Nchi
Tumekuwa moja ya nchi ambazo uchumi wake unakua kwa kasi zaidi duniani. Katika kipindi cha muongo mmoja uliopita uchumi wa Tanzania umekuwa ukikua kwa wastani wa asilimia 6. Kazi hii ya ukuaji ukilinganisha na kiwango cha ukuaji wa idadi ya watu (ambacho ni 2.8%) ingeweza kupunguza umasikini kwa zaidi ya 50% katika kipindi hicho. Hata hivyo Umasikini Tanzania umebakia ni mkubwa ambapo zaidi ya Watanzania 37 katika kila Watanzania 100 hawana uhakika wa mlo mmoja kwa siku. Idadi ya Watanzania masikini wa kutupwa (wenye kipato cha chini ya tshs 500 kwa siku) imeongezeka kutoka watu milioni 12 mwaka 2007 mpaka watu milioni 15 mwaka 2011. Ukitaka kujua wingi huu ni wa kiwango gani, chukua idadi ya watu wa Nchi ya Botwasana, Namibia, Swaziland na Lesotho haikaribii idadi ya Watanzania wenye mashaka ya mlo mmoja kwa siku. Idadi ya watu wa Denmark, Netherlands, Norway na Uholanzi kwa pamoja ndio sawa na idadi ya Watanzania masikini. Kwa nini?
Ni kitendawili. Ni nadra kukuta uchumi unaokua kwa kasi kama wetu ukizalisha masikini zaidi. It’s a paradox of a fast growing economy and increasing poverty. Kwa miaka kumi ambayo tumeiangalia (2000 – 2010) tumeshuhudia kwa dhahiri kabisa kushindwa kwa sera za kuondoa umasikini zinazotekelezwa na Serikali ya CCM.
Masikini wa Tanzania wapo vijijini zaidi. Uchumi wa vijijini kwa kipindi cha muongo mmoja umekua kwa wastani wa asilimia moja tu. Flat lining. Kwa hiyo uchumi unaokua hivi sasa sio uchumi wa Watanzania bali ni uchumi wa watu wachache kwenye sekta chache kama madini, mawasiliano na ujenzi. Watanzania walio wengi walioko vijijini wanaendelea kuandamwa na ufukara bila juhudi mahususi za kuwasaidia. Tumesema na tunarudia kusema kwamba ni lazima kubadili mwelekeo wa mipango yetu na kujikita kwenye maendeleo vijijini. Kama chama tunaendelea kusema jambo hili ndani ya Bunge na pia kuwaelimisha wananchi kwenye mikutano yetu ya hadhara.
Mfumuko wa Bei umefikia kiwango cha juu sana cha 19% na hivyo hata mikopo katika mabenki imekuwa ghali hadi kufikia riba ya 23% na zaidi. Mfumuko wa bei unaongozwa na bei ya vyakula. Katika hali ya kawaida, kupanda kwa bei za vyakula kungemnufaisha mkulima lakini hali sio hiyo Tanzania. Mkulima bado anauza mazao yake kwa bei za vijijini ambazo ni ndogo na zinaamuliwa na wachuuzi wa mijini. Lakini mkulima huyu anaponunua bidhaa za matumizi yake kama sukari, mafuta ya taa, nguo nk ananunua kwa bei za mijini ambazo zimeathiriwa vikali na mfumuko wa bei. Hivyo mfumuko wa Bei unamuathiri zaidi mwananchi masikini kabisa. Serikali imekuwa mlalamikaji kama wananchi wengine. Mfumuko wa Bei utapungua kwa kuongeza uzalishaji wa chakula, kuimarisha miundombinu ya vijijini na kupunguza gharama za Nishati kama hasa Umeme. CHADEMA inaendelea kuisukuma Serikali kuchukua hatua ili kupunguza makali ya maisha kwa wananchi. Hatua za muda mfupi zihusishe nafuu ya kodi kwenye bidhaa zinazotumiwa na wananchi kwa wingi.
Hata hivyo bado matumizi ya Serikali ni makubwa mno kwenye masuala ambayo hayana uhusiano na kuendeleza watu. Bado bajeti ya posho mbalimbali, safari za nje na hata matumizi makubwa ya magari ya serikali ni kubwa mno kulinganisha na hali yetu ilivyo. Katika matumizi haya pia kuna ufisadi mkubwa sana. CHADEMA inaendelea kuanisha masuala haya na kukemea na kuchukua hatua pale inapobidi.
Uwezo wetu wa kukusanya mapato ni changamoto kubwa. Mapato mengi yanapotea kama misamaha ya kodi ambayo sasa imefikia tshs 1.3trn kwa mwaka. Mapato mengine hayakusanywi kwa sababu ya ukwepaji kodi uliokithiri. Kodi kwenye Sekta ya Madini imekuwa ni mjadala wa muda mrefu sana. Sheria ya madini ya mwaka 1998 na Sheria za Fedha ya mwaka 1997 ziliweka mfumo wa kinyonyaji kabisa ambao ulikuwa unafaidisha makampuni ya uchimbaji madini kuliko Taifa. Sheria mpya ya madini ya mwaka 2010 ambayo ilitokana na kazi kubwa tuliyofanya ndani ya Bunge pamoja na Mashirika yasiyo ya kiserikali imeweka mfumo bora zaidi. Hata hivyo makampuni ya Madini yaliweka mgomo kwenye sheria mpya kwa kukataa kuanzisha miradi mipya na hata kukataa kuhamia kwenye sharia mpya. Sheria mpya inataka Serikali kuwa na hisa kwenye kila mgodi, hisa za kampuni za madini kuorodheshwa katika Soko la hisa la Dar es Salaam na kulipwa kwa mrahaba mpya wa asilimia 4 kwa kanuni mpya ya kukokotoa mrahaba (from Netback Value to Gross value) ambayo ingeongeza mapato ya Serikali maradufu. Kwa miaka Serikali imekuwa inapoteza mapato kwa kutotekelezwa kwa sharia mpya. Nimesikia kuanzia mwezi huu kampuni ya Barrick imeanza kulipa mrahaba mpya. Tutataka maelezo ya Serikali kuhusu kampuni nyingine na pia mrahaba wa miaka ya nyuma. Ni lazima Serikali ihakikishe nchi inafaidika na rasilimali zake.
Tunaenda kwenye Uchumi wa Gesi Asilia. Makampuni mawili makubwa duniani yamegundua Gesi Asilia nchini kwa kiwango kikubwa sana. Hivi sasa Tanzania ina Utajiri wa Gesi ulitothibitishwa wa 20TCF na makadirio yanaonyesha kuwa tutafika 85TCF katika kipindi kifupi sana. Bado kuna meneo yanaendelea kufanyiwa utafutaji kutokanana vitalu vilivyogawiwa. Hata hivyo hatuna Sera na Sheria ya kusimamia vema sekta hii na hasa yenye kuhakikisha Uwazi na Uwajibikaji. Hatuna pia Sheria ya kusimamia mapato yanayotokana na Gesi Asilia (Petroleum Revenue Management Act). Hatutaki kurudia makosa yaliyofanyika kwenye sekta ya Madini. Tunataka Gesi Asilia itumike kwa maendeleo ya watu wetu.
Tumependekeza kwamba Vitalu vipya vya kutafuta mafuta visitolewe kwa sasa (moratorium) mpaka hapo Sera mpya, Sheria mpya na mfumo bora wa matumizi ya Fedha zitakazotokana na Mafuta na Gesi ziwepo. Pia shughuli za utafutaji katika vitalu vya sasa zitaongeza thamani ya vitalu vijavyo na hivyo nchi kufaidika zaidi. Tumependekeza pia kwamba ni lazima kuweka mfumo mzima wa uwazi na uwajibikaji katika sekta ili kujipanga vyema na kuepuka yaliyowakuta wenzetu wenye utajiri kama huu ambao uligeuka balaa. Tatu tumependekeza kusomesha Watanzania kwa ngazi zote. Mafundi mchundo kupitia VETA na Mafundi wa kati kupitia Vyuo vya Ufundi. Muhimu zaidi tunataka kijengwe Chuo Kikuu kikubwa Mtwara chenye Kampasi Lindi ambacho kitakuwa ni kituo cha kufundisha sio watanzania tu bali Waafrika wengine kuhusiana na masuala haya. Ujenzi wa Chuo Kikuu Mtwara unapaswa kuanza mara moja bila kuchelewa.
Kutokana na uzoefu tuliupata katika sekta ya Madini na kupitisha sharia mbaya Bungeni, tunaona kwamba suala la Gesi tukabe kila mahala ili kuhakikisha nchi inafaidika. Historia inatuonyesha kwamba Nchi nyingi za Kiafrika zenye utajiri wa Gesi na Mafuta hazina demokrasia, zimegubikwa na uvundo wa ufisadi na watu wake ni masikini. Tunataka kuonyesha Dunia kwamba inawezekana kuwa nan chi ya Kiafrika yenye utajiri mkubwa wa Mafuta na Gesi na ikawa ya kidemokrasia, isiyo na ufisadi na yenye watu wenye ustawi. Sio kazi rahisi lakini tumedhamiria. CHADEMA haitakaa tu kuona utajiri wan chi unatapanywa hovyo. Tumesema na kusimamia kwenye Madini, tunatoa mwongozo kwenye Mafuta na Gesi.
Katiba
Ninajua Watanzania mnaoishi nje mna shauku kubwa ya kujua ushiriki wenu na hatma yenu kwenye Katiba mpya. Kwa muda mrefu mmekuwa mkishawishi haki ya kupiga kura, haki ya kuwa na uraia zaidi ya mmoja (Dual Nationality) na hata namna gani mnashiriki katika kujenga uchumi wa nchi.
Kwanza nataka niwapongeze kwa kuchukua uamuzi mzito wa kuondoka nyumbani kuja ughaibuni kutafuta maisha au maarifa au vinginevyo. Nawapongeza zaidi kwa juhudi mnazofanya kusaidia familia zenu nyumbani, vijiji vyenu na hata Taifa kwa ujumla. Takwimu zilizotangazwa na Benki Kuu ya Tanzania zinaonyesha kwamba Watanzania mliopo nje ya Tanzania mlituma nyumbani fedha (remittances) zaidi ya Dola za kimarekani 350 milioni mwaka 2011. Hii ni sawa na asilimia 5 ya mapato yote ya Fedha za kigeni zilizoingia Tanzania mwaka huo na ni zaidi ya Fedha za kigeni zilizoingizwa na Chai, Kahawa, Pamba na Korosho kwa ujumla wake. Kwa hiyo ‘Diaspora’ ni sehemu muhimu sana ya Uchumi wa Taifa ni muhimu Dola iwawekee mazingira mazuri ya kuweza kufanikisha mambo yenu huku ili mshiriki vema maendeleo ya nchi yetu.
CHADEMA tunatambua umuhimu wenu hata kama msingekuwa mnatuma fedha nyumbani. Ninyi ni Watanzania na ni jukumu la Dola ya Jamhuri ya Muungano wa Tanzania kuwalinda popote mlipo duniani. Mtakumbuka mwanzo mwa miaka ya 2000 kulikuwa kuna ‘petition’ ya kudai Uraia wan chi mbili kwa Watanzania. Dkt. Willibrod Slaa alikuwa ni mmoja wa Wabunge waliokuwa wanauliza maswali Bungeni kuhusu jambo hilo. Wengi tuliweka sahihi katika ‘petition’ ile ambayo ilianzishwa na Watanzania wanaoishi nje. CHADEMA inaunga mkono haki ya Watanzania kuwa na uraia wa nchi nyingine. CHADEMA inataka suala hili lifikie mwisho kwenye mjadala wa Katiba. Kuna watu wanasema sio uzalendo Mtanzania kuchukua uraia wa nchi nyingine. Ninasema sio uzalendo pia kuacha raia wako wanateseka nchi nyingine kwa sababu tu wamechukua uraia wa huko au wanashindwa kuchukua uraia wa huko. Sheri zetu za Uraia ni gandamizi hasa kwa wanawake wa Tanzania. Tumepoteza dada zetu wengi sana na watoto wao kwa sababu wakiolewa na wageni watoto wao hawana haki ya kuwa raia. Wakinyanyaswa na wageni na kutaka kurudi nyumbani wao na watoto wao wananyanyaswa pia kwao. Haikubaliki na tutakabili suala hili kwa nguvu zetu zote. Tunataka Watanzania walioko nje wapate kila aina ya msaada kutoka Dola yetu ili wafanikiwe.
CHADEMA inataka pia Watanzania waliopo nje waruhusiwe kupiga kura nyakati za uchaguzi. Ni suala la ushamba tu kuendelea kujadili jambo hili la uwazi kabisa. Kuna teknolojia za kisasa kabisa kuhakikisha watu wanapiga kura kokote walipo. Mwaka 2004 Chama rafiki cha CHADEMA kutokan Msumbiji RENAMO kiliniteua kuwa wakala wa kura katika kituo cha Ubalozi wa Tanzania Msumbiji uliopo Dar es Salaam. Raia wa Msumbiji wanaoishi Tanzania wanapiga kura nje, seuze Tanzania? CHADEMA inawahakikishia kulisimamia jambo hili.
Katika mkutano wa Bajeti ujao Bajeti Kivuli itazungumzia namna ya kuimarisha uwekezaji wa Watanzania wanaoishi nje katika uchumi wa nchi. Siku zote tunazungumzia mitaji kutoka nje kwa maana ya ‘Foreign Direct Investments’ peke yake na kwa kweli tunasahau kwamba kuna ‘Diaspora Direct Investments’. Tumetoa vivutio vingi sana kwa Wawekezaji kutoka nje. CHADEMA inakwenda kupendekeza kuwepo kwa vivutio vya kikodi na kirasimu kwa Watanzania wanaoishi nje wanaotaka kuwekeza nyumbani. Ninawashawishi muangalie namna ya kujikusanya na kuwa na ‘Investments Funds’ ili kununua ‘equties’ kwenye miradi mbalimbali. Uwekezaji Tanzania unalipa sana (Return on Investments goes up to 25%) kwenye baadhi ya maeneo. Huduma katika sekta zinazoinukia kama Mafuta na Gesi ni eneo ambalo mnapaswa kuliangalia tusiachie wageni tu. Mnakumbuka wakati wa mwanzo wa Sekta ya Madini hata huduma za kufua nilikuwa zinatolewa na kampuni kutoka Australia! Mtwara hakuna vyumba vya kutosha vya mahoteli na hata nyumba za kupanga, angalieni maeneo haya maana Mtwara is booming. Sisi kama wanasiasa jukumu letu ni kuwawekea mazingira mazuri. Ninyi mnapaswa kuzileta hizo Dola kidogo mpatazo nyumbani na kuwekeza kwenye maeneo yatakayozalisha ajira na hivyo kuondoa umasikini kwa ndugu zenu. Ninaamini mtachukua changamoto hii na kuangalia namna ya kuitekeleza. Wenzetu kutoka Ethiopia na Kenya wanafanya hivi.
Mjadala wa Katiba pia na hatimaye Katiba mpya itaamua hatma ya Muungano wetu. Muungano pekee katika Bara la Afrika ambao umedumu na umeonyesha nia ya Mwafrika kukataa mipaka ya kikoloni. Kuna Watu wanaona Muungano huu haina manufaa hivyo uvunjwe. Kuna watu wanaona ni bora kuurekebisha ili uweze kufaidisha Jamhuri mbili zilizoungana. Mchakato wa Katiba mpya kupitia Tume ya Katiba ambayo CHADEMA tumeshiriki, ni nafasi ya kuandaa mustakabali wa Tanzania ijayo. Tanzania tunayoitaka kwa miaka mingine hamsini, mia moja au hata alfu moja. Watanzania wawe huru kusema wanataka Muungano au hawautaki, wanataka Muungano wa namna gani na wanataka Tanzania ya namna gani.
Ni Haki ya Watanzania wanaoishi nje kutoa maoni yao kuhusu Katiba. CHADEMA inakusudia kwanza kukusanya maoni ya wanachama wake walioko nje kuhusu Katiba lakini pia kuitaka Tume ya Jaji Warioba kuja huku kukutana na Watanzania na kupata maoni yao. Ni Haki yenu kutoa maoni na ninawaomba mtumie haki yenu vizuri. Mtupe uzoefu wa nchi nyingine ambazo mmeishi na kuweza kuona ni vipi tutaimarisha Dola imara ya Kidemokrasia yenye kuleta ustawi wa watu wake.
Msimamo wa CHADEMA ni Muungano wa Serikali Tatu. Hata hivyo katika mchakato tulio nao sasa wanachama wa CHADEMA wana uhuru wa kutoa mawazo mapya na kuboresha sera hii ya CHADEMA kuhusu Muungano. Muwe huru kabisa kutoa maoni yenu.
Haki na Wajibu
Watanzania mnaoishi nje mna haki na lazima Dola ilinde haki hizo lakini pia kama Watanzania mna wajibu kwa nchi yenu. Ni wajibu wenu kushiriki kikamilifu katika kuimarisha demokrasia nchini. Sisi wenzenu tumejitoa muhanga katika eneo hili. Tumejenga taasisi zinazoitwa vyama vya siasa kwa zaidi ya miaka ishirini sasa. Hatuchoki lakini tunahitaji ushiriki wenu. Jambo hili sio kwa wanachama wa CHADEMA peke yake bali pia hata wanachama wa vyama vingine mnaoishi hapa Marekani.
Hutakuwa mwanachama bora wa CCM kwa kufanya kazi ya kuwachoma Watanzania wenzako ambao ni wana mageuzi kwa viongozi kila wanapokuja kwenye ziara nje ya nchi. Utakuwa mwanachama mzuri wa chama chako iwapo utawaambia viongozi ukweli wa mambo na namna bora ya kuongoza nchi yetu.
Hamuitendei haki Tanzania kwa kusemana, kusingiziana, kutetana na hata kugombana. Wakati mwingine unapoona mijadala ya watu kwenye mitandao ya kijamii unasinyaa. Unajiuliza sasa kama hawa ndio wapo kwenye mwanga sisi tulio kwenye giza inakuwaje?
Fanya kazi. Furahia maisha. Lakini kumbuka kuna nchi yenye barabara za mashimo, yenye giza muda mwingi wa mwaka kuliko mwanga, yenye umasikini, yenye viongozi wasiwajibika na wala rushwa. Ni nchi yako. Usiseme hii ni kazi ya kina Zitto, Slaa, Mbowe, Nassari, Leticia na Msigwa. Kila mtu ana wajibu wa kufanya kuisogeza mbele nchi yetu. Timiza wajibu wako kwa namna unavyoona inafaa.
Nkrumah once said ‘organise, don’t agonise’ narudia hivyo kwa Watanzania mliopo Marekani. Organise for your motherland.
Tanzania yenye usawa wa fursa
Nimalizie kwa stori yangu. Nilizaliwa katika umasikini wa kutisha kama Watanzania wengi wa vijijini. Nimekwenda shuleni bila viatu na wakati mwingi tumbo likiwa tupu ama nimekunywa uji wa unga wa Yanga uliotiwa chumvi. Darasani nilikuwa ninasoma na watoto wa watu wote wenye mamlaka pale mjini Kigoma. Wote tulikuwa tunafundishwa na Mwalimu huyo huyo na tunakaa darasa hilo hilo, tunapata elimu hiyo hiyo. Leo mimi ni msomi mwenye shahada ya Uzamili na Mbunge nawakilisha watu wa kwetu. Wenzangu wengi pia wanaendesha maisha yao na wengine wapo hapa Marekani wakitafuta maisha.
Leo mtoto wa masikini Tanzania hapati elimu anayopata mtoto wa mwenye uwezo. Mtoto wa masikini hakutani na mtoto wa mwenye uwezo. Wanasoma shule tofauti. Wanafundishwa na walimu tofauti. Hawachezi pamoja. Wote wakimaliza kidato cha Sita, mtoto wa mwenye uwezo ana nafasi kubwa zaidi ya kupata mkopo kwenda Chuo Kikuu kwa sababu amesoma shule bora zaidi hivyo anapata daraja kubwa zaidi la kupewa mkopo na Bodi ya Mikopo.
Wakati nasoma, kikwazo kilikuwa uwezo wako tu kichwani. Hivi sasa kikwazo ni kipato pia. Tofauti ya kipato nchini ni kubwa lakini sisi wanasiasa hatuioni. Wakati wenzetu wanajiandaa kufaidika na ‘demographic dividend’ kwani watoto wao wanapata elimu bora, sisi hata hatujiandai na ‘demographic Bomb’ litakaloletwa na kundi kubwa la vijana wasio na elimu wala ujuzi.
Shiriki kurejesha Tanzania yenye kutoa fursa kwa kila raia bila kujali hali yake ya kipato. Shirika kurejesha Tanzania yenye Usawa kwenye fursa na yenye demokrasia. Jiunge na CHADEMA tuendeleze mapambano.

Statement: Vurugu za #Zanzibar

1 .Vurugu za Zanzibar ni ‘unwanted distractions’ katika mchakato wa kuandika katiba mpya.
2. Hakuna namna vitendo hivyo vinaweza kuhalalishwa na kutetewa lakini ni matokeo ya muda mrefu ya ‘superficial attempts at dealing against group with ulterior motives.
3. Rais Ali MohamedShein aunde kikosi kazi maalum kwa ajili ya kudhibiti vurugu hizo,na kuanza mzungumzo na pande zote.Hiki sio kitendo cha kudharau kabisa.
4. Muungano wetu ni sacred na tumetoka mbali kushindwa sasa kuulinda, ‘not when we are so close at having an everlasting formula’.
5. Waliochoma nyumba za ibada wasakwe na kufikishwa mbele ya sheria mara moja. Tusiruhusu hata kidogo wapuuzi wachache kutuingiza katika vurugu za kidini ili kufikia malengo yao ya kisiasa.
6. Zanzibar Political leaders and public opinion makers must engage the Zanzibaris into a serious and objective dialogue about the future of Zanzibar within or outside the Union.
